More than 3 million disabled veterans are once again allowed to shop at military exchanges and commissaries nationwide.

Starting in the new year, more than 3 million veterans across the country, including tens of thousands of local veterans, will be able to shop and use their recreation facilities at military base stores and commissaries.

The new law makes veterans enrolled in the Veterans Health Care System and those on military bases with service-connected disabilities eligible to access these facilities. Purple Heart recipients and former POWs also have purchasing and admission privileges.

Until now, only active duty military, retirees, Medal of Honor recipients and 100 percent disabled veterans could shop on base, making it more expensive than regular shopping because base shoppers don't pay sales tax.

The shift is expected to boost sales at major grocery stores, boutiques and restaurants, which have declined in part over the years due to online retailing. Sales at commissaries on military bases dropped nearly 10 percent from 2016 to 2018, according to the latest numbers from the Defense Commissary Agency, which manages commissaries for all branches of the military.

Base exchanges, separate from commissaries and run by each branch of the military, have seen a similar decline. Navy Exchange, for example, reported that sales across the country fell nearly 8 percent from 2014 to 2018.

The move to extend purchasing privileges is a recognition of these veterans' service, not an increase in benefits, the Pentagon says in a fact sheet.

The legislation, known as the Purple Heart and Disabled Veterans Equal Access Act, was included in the 2019 defense appropriations bill.

Accessing local health care facilities in 2020 isn't as easy as driving up to the front gate and flashing your Veteran's Health ID card.

These cards, called VHICs, are issued to veterans enrolled in VA healthcare. Each veteran has a card that includes the logo of their branch of service and the words "Purple Heart," "POW POW" or "Service Connected" in their photo below.

According to a Pentagon fact sheet on the new rules, those veterans must first visit the base's visitor control center and be screened.

The Marine Corps is still doing some planning, so it's unclear whether their basic access systems at Miramar and Camp Pendleton will recognize veterans already enrolled at local Marine facilities.

Cynthia Butler, a spokeswoman for the San Diego VA Hospital, said the VA sends eligibility letters that caregivers must send to the base along with a picture ID. It fulfills the requirements of Real ID.
